How fragmented component certificates helped unlock a final inspection certificate.

An existing carport had been converted to a garage and extended. The building work was already in place, but the final-certification pathway depended on evidence held by different trades, consultants and historical records.

The situation

The garage existed, but the evidence needed for final certification did not sit in one place.

Obtaining retrospective approval was only part of the task. Before a final inspection certificate could be issued, the private certifier needed acceptable evidence for each relevant component of the completed work.

Following the final inspection, the private certifier issued a non-compliance notice requiring the outstanding certificates identified in the approval conditions. No single contractor could provide the complete package. Each requirement had to be assigned to the correct qualified person, investigated and documented in a form the certifier could assess.

The critical evidence problem

One missing component can prevent a final certificate.

A building may appear complete and function normally, but that is not the same as having the documentary evidence needed for final certification. Structural adequacy does not establish glazing, stormwater disposal, boundary clearance or termite protection. Each issue may require evidence from a different appropriately qualified person.

The termite-protection requirement was especially difficult. The dwelling dated from the early 1990s and current evidence was not readily available. Without reliable historical documentation, the owner risked being unable to demonstrate how the original building had been protected.

QRBS's approach

Separate the requirements, then rebuild the evidence pathway.

QRBS broke the private certifier's requirements into distinct technical components and coordinated the appropriate specialist for each one. Historical research was carried out in parallel with the current inspections and certificates.

The investigation located an original 1991 termite-treatment certificate together with contemporaneous council and construction records, including approved floor-plan and wall-section information. This provided a documented evidence base for the private certifier to assess. The termite item was ultimately accepted as part of the finalisation pathway.

Why the component certificates mattered

Different specialists answered different compliance questions.

The final evidence package was assembled from separate qualified sources and assessed together by the private certifier.

02Structural adequacy

Engineer’s aspect certificate

An appropriately qualified engineer provided a Form 12 covering the structural elements of the existing garage work.

The glazing was inspected and documented through the applicable aspect-certificate pathway.

04Stormwater

Stormwater-disposal certificate

A licensed contractor provided evidence addressing the approved stormwater-disposal requirements.

Different but complementary roles

Why QRBS was needed alongside a private certifier.

Property owners can understandably assume that engaging a private certifier means the certifier will investigate the property's history, locate missing records and obtain every component certificate. That is not ordinarily the service a private certifier is engaged to provide.

The private certifier is the assessment authority. The certifier determines what evidence is required, assesses whether the evidence is acceptable and makes the statutory certification decision. The certifier does not ordinarily perform the owner's historical research, prepare engineering evidence or coordinate all of the consultants and trades needed to complete the package.

QRBS provides that separate owner-side investigation and coordination service. QRBS does not replace the private certifier or direct the certifier's statutory decision.

Verified outcome

A final inspection certificate was issued for the garage.

After the component evidence was assembled and accepted, the private certifier issued a Form 21 Final Inspection Certificate for the converted-and-extended garage on 21 August 2026.

The outcome came from a coordinated evidence package.

It did not depend on one document or one trade. QRBS identified the missing components, located historical evidence, coordinated the appropriate specialists and maintained the pathway through to the certifier's final assessment.

A related patio approval remained separate.

The property also had a separate patio application. This case study records only the verified final-certification outcome for the garage and does not claim that a final certificate was issued for the patio.
