An old building approval can remain incomplete because an inspection was missed, conditions were not closed out or final certification was never recorded. QRBS investigates what is outstanding and coordinates the steps toward final certification where a viable pathway exists.

Required certificates, inspections or rectification are coordinated before a final inspection certificate or Form 21 can be considered.
A Form 21 cannot be promised simply because an old approval exists. The condition of the work and quality of available evidence remain important.
