Starting the process

What should I send first?

Send a short description, clear wide photographs, any council correspondence and the most relevant plans or approval documents. QRBS prefers an electronic preliminary review before deciding whether a meeting or site measure is needed.

What if I have no plans?

That is common. If the work needs approval, an as-constructed measure and accurate plans may be required. QRBS can help coordinate this.

Is every small structure exempt?

No. Exemptions depend on the type, size, height, location, use and other site circumstances. Send photographs and dimensions before relying on an exemption.

Building certification, approval and finalisation

Can QRBS certify my existing building work?

QRBS investigates and manages the pathway for property owners. The statutory building assessment and certification decisions are made by the engaged private certifier. QRBS coordinates the plans, evidence, consultants, responses and rectification that may be needed for the certifier to assess the work.

What is retrospective or as-constructed certification?

It is the process of seeking building approval and certification for work that already exists. It commonly involves accurate plans, property records, technical evidence, private certification and, where necessary, rectification.

Will older work be assessed against current rules?

The assessment may consider requirements that applied when the work was carried out, depending on the evidence and legal pathway. Current safety or performance concerns can still require upgrading.

Does council issue the building approval?

For a privately certified application, the private certifier is generally the building assessment authority and council is the record keeper. Planning or other council approvals may still be required.

Can QRBS guarantee that my building will be certified?

No. Certification depends on the property, available evidence, building condition, required rectification and the decisions of the private certifier and other relevant authorities.

How long will approval take?

QRBS does not give a guaranteed timeframe before the property and pathway are understood. Timing depends on records, consultant availability, technical work, rectification and assessment requirements.

Council, sales and buyers

What should I do if council sends a show-cause notice?

Read the response date, keep the complete correspondence and seek a property-specific review promptly. Do not assume the only options are immediate approval or demolition.

I have signed a contract and the buyer now wants final certification. What should I do?

Send QRBS the buyer’s request, any approval and council records, the relevant transaction dates and clear photographs. We can investigate what certification is actually missing and outline the likely property pathway. Your solicitor should advise you about the contract and settlement obligations.

Is approval or final certification possible before settlement?

Yes, it may be possible. However, each property must be considered on a case-by-case basis. The outcome and timing depend on the building work, what evidence is at hand, what documents are available in council records, the condition of the work, any rectification required and the requirements of third-party professionals and authorities. It cannot be guaranteed before the property has been reviewed.

Does QRBS advise prospective buyers?

QRBS works for property owners and generally does not provide unpaid advice to prospective buyers. A paid preliminary review may be considered where the scope is agreed.
